Programming Approaches & Support

We are committed to delivering programs that are effective, responsive, and grounded in the real needs of the communities we serve.

About the program

Building Stronger Programs Through Learning, Accountability, and Local Leadership

At Catholic Relief Services (CRS), we are committed to delivering programs that are effective, responsive, and grounded in the real needs of the communities we serve. To do this, we invest in systems that help us measure results, listen to community feedback, and continuously improve our approach.

Across every stage of our work—from planning and implementation to evaluation and adaptation—we use data, experience, and local knowledge to strengthen outcomes and ensure accountability.

Our approach strengthens local partners, develops local solutions and works in remote areas.

Our Impact

Investing in Local Partners and Learning

CRS supports national and community-based organizations in developing strong systems for tracking impact and serving their communities. Many of our partners—such as Caritas agencies—have grown their ability to lead, adapt, and sustain effective programming through this support.

We also collaborate with universities and research institutions to explore new ideas, pilot innovations, and provide training to future leaders in development and humanitarian response.

For CRS, accountability isn’t just about reporting results—it’s about being responsible to the people we serve. By listening, learning, and adapting, we ensure that our programs remain relevant, dignified, and impactful.

From conflict zones to communities rebuilding after disaster, our work is shaped by what we learn—and strengthened by the people who teach us.
